Event Recap: March 16 Immigration Presentation at First Presbyterian Church

On Sunday, March 16, Jonathan Rubio, DOJ-accredited representative from the Center for Legal Immigration Assistance (CLIA), spoke at First Presbyterian Church in Lincoln. The event welcomed a mix of community members and allies seeking to better understand current immigration enforcement practices and what individuals and organizations can do to protect themselves and others.

Understanding Rights in an Uncertain Time

Jon provided an overview of how recent immigration policy changes are affecting families across Nebraska. His presentation included updates on expedited removal, increased ICE activity, and concerning trends such as the use of administrative warrants and deceptive tactics to detain individuals.

A core theme of the discussion was the importance of due process for everyone in the United States—regardless of immigration status.

Questions from the Community

A Q&A session followed, creating space for attendees to raise practical concerns. Topics ranged from how to interact with ICE agents to whether naturalized citizens and lawful permanent residents should carry documentation.

One attendee asked whether immigrants still have legal protections if they’ve committed minor offenses.

“ICE is saying their focus is on those with criminal histories,” Jon noted. “But in reality, we’ve seen them arrest people with no criminal record, or even U.S. citizens who were simply speaking a different language.”

Another participant raised concerns about employers’ roles in protecting immigrant workers.

“We haven’t seen many employers reach out to us proactively,” Jon said. “But if the immigrant workforce starts to leave, Nebraska industries—especially agriculture and meatpacking—will feel it.”

Judicial Warrants & “Private Property” Signage

Jon also reviewed best practices for individuals and organizations to resist unlawful entry, including how to identify a valid judicial warrant and why having “Private Property” signage is an important tool in safeguarding spaces.
